the offender has been verified upon the issuance of a photo identification card
to an offender who is to be released; revising the documents which may be

and age of an applicant for a driver’s license or identification card; and
providing other matters properly relating thereto.

AN ACT relating to public construction; revising the manner in which the prevailing wage is determined; lowering the estimated thresholds at or above which prevailing wage requirements apply to certain public construction projects; and providing other matters properly relating thereto.
Analysis: Reforms prevailing wage laws, and undoes recent minor reforms made in 2015. This would drastically increase costs for school construction projects, resulting in less available funding for other educational priorities.

relating to elections; authorizing an elector to register to vote or update
voter registration information during the period for early voting and on the
day of certain elections and setting forth the requirements for such
registration or update; revising certain provisions related to establishing
polling places within the boundaries of Indian reservations and Indian colonies;
revising certain provisions relating to voting after the time that polls close;
requiring a provisional ballot to include all offices, candidates and measures
upon which the person casting the provisional ballot would be entitled to vote
if he or she were casting a regular ballot; extending the period for early
voting in certain counties and cities; and providing other matters properly
relating thereto.
AB187: Revises provisions governing the safety of

AN ACT relating to public safety; requiring a
parent or guardian to ensure that a child wears a safety helmet when operating,
using or riding, or when the child is a passenger on or is being pulled by
someone operating, using or riding a bicycle or certain other recreational
devices; providing a penalty; and providing other matters properly relating
thereto.
SB43: Authorizes the installation and use of an automated traffic
enforcement system under certain circumstances. Sponsor: Committee on Growth
and Infrastructure.
AN ACT relating to traffic laws; authorizing the installation
and use of an automated traffic enforcement system by a governmental entity
under certain circumstances; setting forth the requirements for the
installation and use of an automated traffic enforcement system; requiring a
law enforcement agency having jurisdiction over the location of an automated
traffic enforcement system to review certain evidence detected by the automated
traffic enforcement system; requiring the registered owner of a vehicle to pay
an administrative fine for certain violations detected by an automated traffic
enforcement system; authorizing the registered owner of a vehicle to appeal a
citation received for those violations; providing for the use of any money
received from an administrative fine incurred for those violations; requiring
the Department of Transportation to adopt certain regulations; prohibiting an
insurer from increasing rates for motor vehicle insurance under certain
circumstances; and providing other matters properly relating thereto.
Analysis: Studies have repeatedly demonstrated that traffic
cameras do nothing to improve public safety – even increasing the risk of auto
accidents in certain circumstances. This is why a number of states are
considering banning traffic cameras. This bill, which would make traffic
cameras legal in Nevada, is moving in precisely the wrong direction,
prioritizing government revenues over the safety and wellbeing of Nevada
drivers.
SB103: Revises provisions relating to development and maintenance of
affordable housing. Sponsor: Committee on Government Affairs
AN ACT relating to affordable housing;
authorizing certain local governments to reduce or subsidize impact fees, fees
for the issuance of building permits and fees imposed for the purpose for which
an enterprise fund was created; requiring that a local government make certain
determinations and hold a public hearing before reducing or subsidizing fees
imposed for the purpose for which an enterprise fund was created; and providing
other matters properly relating thereto.
Analysis: Affordable housing and possible
rent-control policies. This bill introduces a “conceptual amendment” to
existing legislation that would impose rent control which would only further
exacerbate Nevada’s affordable housing woes.

SB123: Revises provisions relating to elections. Sponsor: Committee
on Legislative Operations and Elections.
AN ACT
relating to elections; authorizing an elector to register to vote on the day of
certain elections at certain polling places; setting forth requirements for
such registration; authorizing county and city clerks to extend the period for
early voting; making various other changes relating to elections; and providing
other matters properly relating thereto.
Background: This bill allows people to register to vote on election
day, for all elections including primaries. To register to vote they must
appear at one or more sites designated by the county or city clerk to register
to vote, complete an application, and provide proof of identity and residence.
The voter may vote only at the polling place where he/she registered to vote.
Nevada’s law currently allows people to register to vote by mail by the fourth
Tuesday before the election (that’s one week), by appearing in person at the
office of the county or city clerk by the third Tuesday preceding an election
(that’s two weeks). Now we have automatic voter registration at the DMV, and
you can register to vote online. Are people so irresponsible that they find it
impossible to register to vote in advance?
SB135:
Provides
for collective bargaining by state employees. Sponsor: Committee on Government
Affairs.
AN ACT relating to state employees;
authorizing collective bargaining for certain state employees; renaming,
revising the membership of and expanding the duties of the Local Government
Employee-Management Relations Board; providing for bargaining units of state
employees and their representatives; establishing procedures for collective
bargaining and for making and amending collective bargaining agreements;
prohibiting certain unfair labor practices; and providing other matters
properly relating thereto.
Analysis: Extends collective bargaining to state workers.
Reasonable estimates put the cost of this at $500 million annually, even though
state workers are already paid well above market levels.
SB179: Revises
provisions relating to abortions. Sponsor: Swank.
AN ACT
relating to abortions; revising provisions relating to informed consent to an
abortion; repealing criminal penalties on certain actions relating to the
termination of a pregnancy or concealing birth; repealing the prohibition on
the excusal of a person on certain grounds from testifying as a witness in a
prosecution relating to the termination of a pregnancy; repealing parental
notification requirements for abortions performed upon pregnant minors; and
providing other matters properly relating thereto.
